Noise Radar in Santa Cruz?

Could Santa Cruz adopt the noise radar system used in Paris? Could we fund the City with fines from all the Harley riders with modified exhaust systems?

A Paris suburb is trying out a new system that can identify noisy vehicles, pinpoint their location and automatically ticket them.

Reuters recently reported on a new system used in Paris:
